The Substance Use Prevention, Treatment, and Recovery Services (SUPTRS) Block Grant is distributed by formula to all States, Territories, Jurisdictions, and the Red Lake Band of Chippewa Indians (referred to as “States”). The Block Grant is the cornerstone of States’ substance use disorder (SUD) prevention, treatment, and recovery systems. The SUPTRS Block Grant is administered by the Substance Abuse and Mental Health Services Administration (SAMHSA), within the Department of Health and Human Services (HHS).
The Block Grant affords States the flexibility to tailor their substance-use related services to meet the needs of the populations in their State. However, grantees are required to address certain service areas and populations to receive Block Grant funds. The required populations and service areas for activities include:
- Pregnant women and women with dependent children;
- Intravenous drug users;
- Tuberculosis services;
- Early intervention services for HIV/AIDS; and,
- Primary prevention services.
The Block grant is authorized under section 1921 of Title XIX, Part B, Subpart II and III of the Public Health Service (PHS) Act. On December 29, 2022, President Joe Biden signed the Consolidated Appropriations Act, 2023 (H.R. 2617), now Public Law No: 117-328.This Omnibus bill included FY 2023 appropriations and provisions reauthorizing certain federal programs, including the SUPTRS Block Grant for fiscal year 2023 through fiscal year 2027.
The Substance Use Prevention, Treatment, and Recovery Services (SUPTRS) Block Grant was previously called the Substance Abuse Prevention and Treatment Block Grant (SAPT Block Grant or SABG) until fiscal year 2023. NASADAD uses what is codified in Federal statue, which is the SUPTRS Block Grant.
